Let me translate (loosely).  Above:  Raul Reyes, taken down by armed forces March 1, 2008.  Ivan Rios, assassinated by his own men March 7, 2008.

Below:  Think about it, there's another life.  Demobilization is the way out.  More than 8,900 of your former comrades have done it.  Call this number...

This paper is government propaganda concerning their war on drugs.
